The Permits & Licensing Department plays a key role in providing quality customer service. In addition to protecting the health, safety and public welfare of the community through regulation of construction in the city of Monahans, the department seeks to provide an efficient and effective permitting and inspections process that supports the city's growth and economic development.
Before starting any construction or home improvement task, take a few minutes of your time and contact the Permit Clerk or Building Inspector to verify if a permit is needed. We will be happy to assist you in any way possible to ensure that your project is in compliance with applicable codes. Building permits are required for any type of construction. If you are changing, moving or repairing walls, ceilings, electrical, Air Conditioner/Heating Units or plumbing you will need a building, electrical, mechanical and/or plumbing permit. All construction projects are inspected by our officials to make sure all buildings meet the current state and federal Building Codes and City Ordinances. - fences, decks, porch covers, arbors
- garages, carports, storage buildings
- remodels, additions, any type of structure changes
- swimming pools, spas
- HVAC change outs
- Garage Sales
All contractors doing construction related business are required to register with the city. Our office will keep on file copies of the license, insurance and bonds for all contractors. Remodelers and Handymen are also required to be registered with the city.
The City has adopted the following International Code Council (ICC) books as referenced and amended by Chapter 6 “Buildings and Structures” of the City of Monahans Code of Ordinances:

The city requires Move In permits for all manufactured homes before the home is moved on site. The driver moving the manufactured home will need to have the permit with him when moving the home. Before moving the manufactured home on site you will need to discuss the regulations concerning the placement of the home, porches etc. with the Building Inspector.
Some of the Permits & Fees
- Plumbing/Electrical .01 cent per square foot with a minimum of $25.00 (Residential or Commercial)
- Building-New Construction .05 cents per square foot with a minimum of $25.00
- Remodeling/Carport/Porch .03 cents per square foot with a minimum of $25.00
- Garage Sale Permit $10.00
- Peddlers/Venders Permit $200.00 plus other requirements, for 15 days
