The City of Monahans Public Utilities Departments constructs, operates, and maintains the city infrastructure by planning, developing and scheduling projects to meet the needs of the city.  These departments goals are to ensure services are delivered in a manner consistent with the highest possible quality within a cost effective structure that is able to respond to the needs of the city in a timely fashion.
