The purpose of Animal Control Services is to promote safe neighborhoods for people and their pets. The Animal Control Officers enforce City Ordinances, and state laws pertaining to animals while helping to protect the health, safety and welfare of both people and animals in the community. The Animal Control Officer is dispatched from the Police Department.
To report public safety concerns or questions regarding Animal Control Services, call the Police Department at (432) 943-3254 and request to speak with an Animal Control Officer. The Monahans Animal Shelter is located at 703 W. 11th Street.
The Animal Control Officers are: Ben McGilvray & Joe Olvera
Both ACO's are certified Animal Control Officers through the Texas Department of State Health Services.

MUNICIPAL ANIMAL REQUIREMENTS
Home owners are allowed to keep a total of four (4) dogs and/or cats within the city limits. The animals are required to be registered with the city. It is also required that all vaccinations are kept current. All animals are required to be on a leash if they are off their owner's property.
It is unlawful to restrain or anchor a dog by means of tether, chain, cable, cord or rope unless the tether is personally held by the owner. No dog may be attached to an inanimate object.
Livestock is not permitted within city limits.
IMPOUNDED ANIMALS
If your registered pet is impounded, the Animal Control Officer (ACO) will contact you to inform you of the reasons for impounding your animal. If an unregistered animal is picked up, the ACO will attempt to find the owner and inform them of the reasons for impounding their animal.
You will be required to pay an impoundment fee before your pet is released. You may also be required to pay additional fees for boarding and vaccinations to be current and/or city tags before your pet is released.
Any animal unclaimed by its owner within three (3) days shall become property of the city and shall be adopted out or euthanized.

- Impound Fee with City Tags and Rabies Vaccination - $25.00
- Impound Fee without City tags or Rabies Vaccination - $35.00
- Impound Maintenance Fee (Per Day) - $4.00
- Quarantine Fee (Per Day) - $4.00
- Adoption Fee - $40.00
